New York prosecutors subpoena Trump’s tax returns: Source – AOL

NEW YORK (AP) — New York City prosecutors have subpoenaed President Donald Trump’s tax returns, a person familiar with the matter told The Associated Press on Monday.

Manhattan District Attorney Cyrus Vance Jr.’s office recently sent a subpoena to Trump’s accounting firm seeking the last eight years of state and federal tax returns for Trump and his company, the Trump Organization, according to the person, who was not authorized to speak publicly about the matter and spoke on the condition of anonymity.

Vance, a Democrat, subpoenaed the Trump Organization last month for records related to payments former Trump lawyer Michael Cohen helped arrange to the porn actress Stormy Daniels after she claimed she had an affair with Trump.

Vance’s office declined to comment Monday on the tax return subpoenas, the news of which was first reported by The New York Times.

The accounting firm, Mazars USA, said in a statement that it “will respect the legal process and fully comply with its legal obligations.”

The firm said it believes strongly in ethical and professional rules and regulations governing the accounting industry and does not comment on work it does for clients.

A lawyer for the Trump Organization, Marc Mukasey, said he is “evaluating the situation and will respond as appropriate.”

Federal prosecutors in New York and Washington spent months probing payments made during the 2016 presidential campaign to two women who said they had affairs with Trump, including Daniels and model Karen McDougal.

Cohen, who made one of the payments himself and arranged for American Media Inc., the parent company of the National Enquirer, to pay the other, pleaded guilty to campaign finance violations, tax evasion and other crimes and is serving a three-year sentence.

A lawyer for Cohen declined to comment.

Trump, who denies any sexual relationship with either woman, has said any payments were a personal matter, not a campaign expense.

The U.S. attorney’s office in New York informed a court last month that it was finished investigating the payments. No one besides Cohen was charged, though prosecutors said in public court filings that Trump himself was aware of and directed the payments.

The Trump Organization also reimbursed Cohen for money he paid to Daniels. Cohen has argued that organization officials disguised the true nature of the payments and that it is unfair he is the only one prosecuted.

The federal inquiry looked at whether campaign finance laws were broken.

The New York Times reported, citing “people briefed on the matter,” that Vance’s inquiry involves an examination of whether anyone at the Trump Organization falsified business records by falsely listing the reimbursements to Cohen as a legal expense.

Falsifying business records can be a crime under state law.

France Bans Nonessential Travel With UK Over Omicron Surge – The New York Times

Nonessential business trips are also banned under the new restrictions, Mr. Castex said, but he added that the new rules would not apply to French citizens living in Britain who wish to return to France.

Those who do leave Britain for France will face stricter testing requirements, even if they are vaccinated. All travelers will have to present a negative virus test taken within 24 hours of departure, down from 48 hours. (The 24-hour rule already existed for unvaccinated travelers.)

All travelers arriving from Britain will also have to register online and isolate for up to 10 days. However, they can take a test 48 hours after arrival, and if that comes back negative, they can end their isolation period.

France is already facing a surge in cases attributed to the Delta variant, pressuring a hospital system that is short-staffed and under strain after nearly two years of battling the virus. Nearly 3,000 Covid-19 patients are in intensive care, the highest level since June, and the authorities expect that number to rise to 4,000 by the end of the year.

Gabriel Attal, a French government spokesman, told the BFMTV news channel on Thursday that the goal of the new travel restrictions was to “slow down and reduce as much as possible the arrival of cases of the Omicron variant on our soil.”

ICE drops off almost 200 more migrants in El Paso, but this time gives advance notice to local charities – CBS News

Ruben Garcia from Annunciation House in El Paso told CBS News that 522 migrants were released Wednesday by U.S. Immigration and Customs Enforcement at sites in El Paso and Las Cruces, New Mexico. That raises the total number of people released this week to more than 1,000, after 186 people were released on Christmas Day and 400 were released in the two days before Christmas.

Another 500 could be released on Thursday. “It should be organized and orderly as it was today,” Garcia said.

Local nonprofit groups told the CBS affiliate KBDC the key difference from earlier in the week was that they were notified in advance of the mass release by ICE — something the groups and U.S. Rep. Beto O’Rourke, who represents El Paso, said didn’t happen previously.

As a result, the nonprofits were more prepared for the large influx.

“They’re coming from immigration cells so they’re coming hungry, they’re coming thirsty, most haven’t bathed in a long time. The situation is really difficult for them,” said Dylan Corbett, executive director of the Hope Border Institute.

ICE said in a statement earlier this week the mass releases were designed to ensure families weren’t held longer than it’s allowed to detain them, and blamed “decades of inaction by Congress” that resulted in the government being “severely constrained in its ability to detain and promptly remove families with no legal basis to remain in the U.S.”

The immigrants released Tuesday by ICE were dropped off at a downtown El Paso bus station. Then, they were led by volunteers to a makeshift headquarters at Rock House Cafe and Gallery, a block away.

“This is what it is to give, this is what it is to receive people into your home and cherish time with other people,” said Michael Patino, owner of the facility.

“We made something for (the migrants) for breakfast. We went to buy some bread and my sister went to her closet to look for things that we could give away. We are here to give what we have,” Michelle Sanchez said.

Sanchez, an immigrant herself, told KDBC it was her duty to give back, saying, “If you can do something for the people, if you can give something for the people just do it. That’s what we do and that’s what we’re trying to do here,” Sanchez said.

One of the migrants said, “It’s unreal, like a dream. They gave us clothes, food, everything. I really didn’t expect this. Thank you so much.”

A sharply divided U.S. Supreme Court ruled Friday that property owners can go directly to federal court with claims that state and local regulations effectively deprive landowners of the use of their property.

The 5-4 decision overturned decades of precedent that barred property owners from going to federal court until their claims had been denied in state court.

Federal courts are often viewed as friendlier than state courts for such property claims. The decision, with all five of the court’s conservatives in the majority, may have particular effects in cities and coastal areas that have strict regulations for development.

Property owners and developers often have complained that zoning rules and other state and local regulations effectively take their property for public benefit, and that the Constitution requires that they be paid just compensation.

The court’s decision came in the case of Rose Mary Knick, who owns 90 acres of land in Scott Township, Pa. Knick’s home and a grazing area for her horses are on the land, as well as a small cemetery where her neighbors’ ancestors are allegedly buried.

When the town enacted a rule requiring all cemeteries be open to the public during daytime hours, Knick went to state court seeking a judgment that the state had in effect taken her property. When the town withdrew its notice that she was violating the local cemetery law, the state court said Knick could not prove that she was being harmed.

So, she went to the federal courts, which threw out her case based on decades-old Supreme Court decisions that have consistently required property owners to go to the state courts before appealing to the federal courts.

On Friday, however, the U.S. Supreme Court reversed the first of those decisions, a 1985 ruling that required property owners to take their complaints to the state courts first. Instead, the court majority said Knick and other property owners seeking compensation for limits on their property rights may go directly to federal court.

“We now conclude that the state litigation requirement imposes an unjustifiable burden” on a property owner’s claim that his or her land has been effectively taken for public benefit without the government paying just compensation, wrote Chief Justice John Roberts.

In essence, Roberts said, property owners are entitled to the same rights in federal court that other citizens have if they can prove that their constitutional rights have been violated.

Justice Elena Kagan, joined by the court’s three other liberal justices, dissented in furious tones. Friday’s decision, she said, “rejects far more than a single decision in 1985.” That decision, Williamson County Regional Planning Commission v. Hamilton Bank of Johnson City, “was rooted in an understanding of the Fifth Amendment’s Takings Clause stretching back to the late 1800s, Kagan wrote.

On that view, a government could take property so long as it provided a reliable mechanism to pay just compensation, even if the payment came after the fact,” Kagan said, adding, “No longer.”

In conflict with “precedent after precedent,” she said, the majority holds that a government violates the Constitution whenever it takes property without advance compensation, no matter how good its commitment to pay. The consequence, she added, is “to channel a mass of quintessentially local cases involving complex state-law issues into federal courts.”

The “entire idea” of abiding by precedent, she said, is that “judges do not get to reverse a decision just because they never liked it in the first instance.” Rather, she said, they need a reason other than that the precedent was wrongly decided.

“It is hard to overstate the value, in a country like ours, of stability in law,” said Kagan, pointing so a similar observation by one of her colleagues just weeks ago.

On May 13, Justice Stephen Breyer chastised his conservative colleagues for reversing a precedent on a question that rarely arises: “Today’s decision can only cause one to wonder which cases the Court will overrule next.”

“Well that didn’t take long,” opined a caustic Kagan. “Now one may wonder yet again.”

Senate GOP coronavirus bailout bill caps executive pay at $425,000 – CNBC

The bill also states the government has right to “participate in the gains” of businesses to which it is lending. That could be through warrants, stock options, common or preferred stock, or other equity tools.

President Donald Trump said Thursday he would consider taking an equity stake in companies accepting federal aid, a move that would ultimately dilute shareholders. Trump didn’t specify which companies he was referring to but called out those that have bought back stock. Delta, American, Southwest and United airlines have collectively spent about $39 billion over the last five years buying back shares.

Democrats have said they may push for more restrictions, like forbidding stock buybacks. Trump himself said he would be “OK” with such a stipulation.

House Speaker Nancy Pelosi, D-Calif., and Senate Minority Leader Chuck Schumer, D-N.Y., said in a joint statement: “Any economic stimulus proposal must include new, strong and strict provisions that prioritize and protect workers, such as banning the recipient companies from buying back stock, rewarding executives, and laying off workers.”

Airlines for America, a lobbying group that represents U.S. airlines including Delta, American, United and Southwest, earlier this week issued a dire warning about the industry, saying its “survival” depends on government aid. The group originally requested $25 billion in direct grants and another $25 billion in loans.

The hotel and tourism industry, meantime, has requested $150 billion in direct grants.

Trump himself owns several hotels and resorts.

Trump search: What may come next in inquiry with legal peril – The Associated Press

WASHINGTON (AP) — A newly released FBI document helps flesh out the contours of an investigation into classified material at former President Donald Trump’s Florida estate. But plenty of questions remain, especially because half the affidavit, which spelled out the FBI’s rationale for searching the property, was blacked out.

That document, which the FBI submitted so it could get a warrant to search Trump’s winter home, provides new details about the volume and top secret nature of what was retrieved from Mar-a-Lago in January. It shows how Justice Department officials had raised concerns months before the search that closely held government secrets were being illegally stored and before they returned in August with a court-approved warrant and located even more classified records at the property.

It all raises questions whether a crime was committed and, if so, by whom. Answers may not come quickly.

A department official this month described the investigation as in its early stages, suggesting more work is ahead as investigators review the documents they removed and continue interviewing witnesses. At a minimum, the investigation presents a political distraction for Trump as he lays the groundwork for a potential presidential run.

Then there’s the obvious legal peril.

A look at what’s next:

WHAT IS THE FBI INVESTIGATING?

None of the government’s legal filings released so far singles out Trump — or anyone else — as a potential target of the investigation. But the warrant and accompanying affidavit make clear the investigation is active and criminal in nature.

The department is investigating potential violations of multiple laws, including an Espionage Act statute that governs gathering, transmitting or losing national defense information. The other laws deal with the mutilation and removal of records as well as well as the destruction, alteration or falsification of records in federal investigations.

The inquiry began quietly with a referral from the National Archives and Records Administration, which retrieved 15 boxes of records from Mar-a-Lago in January — 14 of which were found to contain classified information. All told, the FBI affidavit said, officials found 184 documents bearing classification markings, including some suggesting they contained information from highly sensitive human sources. Several had what appeared to be Trump’s handwritten notes, the affidavit says.

The FBI has spent months investigating how the documents made their way from the White House to Mar-a-Lago, whether any other classified records might exist at the property. The bureau also has tried to identify the person or people “who may have removed or retained classified information without authorization and/or in an unauthorized space,” the affidavit states.

So far the FBI has interviewed a “significant number of civilian witnesses,” according to a Justice Department brief unsealed Friday, and is seeking “further information” from them. The FBI has not identified all “potential criminal confederates nor located all evidence related to its investigation.”

WILL ANYONE BE CHARGED?

It’s hard to say at this point. To get a search warrant, federal agents must persuade a judge that probable cause exists to believe there’s evidence of a crime at the location they want to search.

But search warrants aren’t automatic precursors to a criminal prosecution and they certainly don’t signal that charges are imminent.

The laws at issue are felonies that carry prison sentences.

One law, involving the mishandling of national defense information, has been used in recent years in the prosecution of a government contractor who stowed reams of sensitive records at his Maryland home (he was sentenced to nine years in prison) and a National Security Agency employee who transmitted classified information to someone who was not authorized to receive it (the case is pending).

Attorney General Merrick Garland hasn’t revealed his thinking on the matter. Asked last month about Trump in the context of a separate investigation into the Jan. 6, 2021, riot at the Capitol, he responded that “no person is above the law.”

WHAT HAS TRUMP ARGUED?

Trump, irate over the records investigation, issued a statement Friday saying that he and his team have cooperated with the Justice Department and that his representatives “GAVE THEM MUCH.”

That’s at odds with the portrayal of the Trump team in the affidavit and the fact that the FBI search occurred despite warnings months earlier that the documents were not being properly stored and that there was no safe location for them anywhere in Mar-a-Lago.

A letter made public as part of the affidavit forecasts the arguments the Trump legal team intends to advance as the investigation proceeds. The May 25 letter from lawyer M. Evan Corcoran to Jay Bratt, the head of the Justice Department’s counterintelligence, articulates a robust, expansive view of executive power.

Corcoran asserted that it was a “bedrock principle” that a president has absolute authority to declassify documents — though he doesn’t actually say that Trump did so. He also said the primary law governing the mishandling of classified information doesn’t apply to the president.

The statute that he cited in the letter was not among the ones the affidavit suggests that Justice Department is basing its investigation on. And in a footnote in the affidavit, an FBI agent observed that the law about national defense information does not use the term classified information.

WHAT HAS THE BIDEN ADMINISTRATION SAID?

The White House has been notably circumspect about the investigation, with officials repeatedly saying they will let the Justice Department do its job.

National security spokesman John Kirby, responding to a question this week about whether the administration would do a damage assessment about the sensitive secrets at Mar-a-Lago, responded that he didn’t want to get ahead of the FBI.

President Joe Biden appeared Friday to mock the idea that Trump could have simply declassified all the documents in his possession, telling reporters, “I just want you to know I’ve declassified everything in the world. I’m president I can do — c’mon!”

He then said he would “let the Justice Department take care of it.”

Republicans want voters to think the California recall election could be stolen – Vox.com

With polling ahead of California’s gubernatorial recall election showing Democratic Gov. Gavin Newsom more likely to survive the Republican effort, GOP elites — including Donald Trump himself — are pivoting to baseless claims about the result being tainted by fraud.

“Well, it’s probably rigged,” the former president claimed on Newsmax on Tuesday in response to a question about strong polling for Newsom. “They’re sending out all ballots. The ballots are mail-out, mail-in ballots.”

“The one thing they’re good at is rigging elections,” Trump continued. “So I predict it’s a rigged election. Let’s see how it turns out.”

Trump’s comments on Newsmax came hours after Tomi Lahren made similar claims on Fox News. Notably, on neither network did this evidence-free conspiracy theory meet any pushback.

There’s a reason the Trumps and Lahrens of the world aren’t citing any evidence. Ballots are mailed to every registered active voter, and the system has a number of security measures, including signature verification and barcodes matched to specific voters — making California one of a number of states that have demonstrated that mail voting is safe and secure.

But a lack of evidence hasn’t stopped the apparent frontrunner among the Republican candidates, talk show host Larry Elder, from making an appearance on Fox News and suggesting Democrats are engaging in “shenanigans” aimed at stealing the election for Newsom.

“The 2020 election, in my opinion, was full of shenanigans. And my fear is they’re going to try that in this election right here and recall,” Elder said on Fox News last Sunday, before urging people to go to his website to report “anything suspicious.”

Elder echoed those comments during a campaign event on Wednesday, teasing a Trump-style effort to use the courts to overturn the election results in the event he loses.

It might seem odd that Republicans are getting so worked up about a race against California Democrats, who enjoy a nearly 2-to-1 registration advantage, hold every statewide office, and haven’t lost a statewide election in 15 years. And Newsom, who won 61.9 percent of the vote in 2018, would almost certainly beat Elder in a head-to-head matchup.

But because of the strange design of California’s recall system, Republican control of the governorship is within the realm of possibility. As Shawn Hubler recently explained for the New York Times, Elder could unseat Newsom as governor even if he wins just a fraction of Newsom’s support:

The ballot asks voters two questions: Should the governor be recalled? And if so, who should be the new governor? If the majority of voters say no to the first question, the second is moot. But if more than 50 percent vote yes, the challenger with the most votes becomes the next governor. Critics of the recall contend this is a major flaw because 49.9 percent of the voters could theoretically vote to keep Mr. Newsom, and he could still lose and be replaced by a challenger whose plurality makes up a far smaller sliver of voters. A legal challenge to this effect is pending before the U.S. Court of Appeals for the Ninth Circuit.

A Suffolk University poll released Wednesday found that about 58 percent of registered voters in California say they want Newsom to continue as governor. But questions remain about how many California voters will return ballots for the unusual off-year election, and in a sign of how seriously Democrats are taking the recall, President Joe Biden plans to travel to California to campaign for Newsom the day before the election.

Elder’s campaign has been largely negative. He’s criticized Newsom’s pandemic-related restrictions on businesses and support for vaccine mandates, even though polling shows Californians support Newsom’s mandate policy by a 2-to-1 majority. Centering his campaign on such an unpopular stance would be a big problem for Elder in a traditional election, but is perhaps less so in a contest where the main order of business is making sure that a majority of those who cast ballots vote to recall the governor.

And if that fails, Republicans and the right-wing media outlets that amplify them have an insurance policy — riling their base with claims about Democratic cheating.

Refusing to accept defeat has become a central part of the GOP brand

Beyond the idiosyncrasies of California and its unique recall system, the broader importance of Republicans trotting out the same baseless election fraud conspiracy theories as last year is what it says about the existential threat the Trumpified GOP represents to free and fair elections.

It was just over a year ago that I first wrote about Trump’s attacks on mail voting. I asked readers to imagine an election night scenario where Trump prematurely declared victory, citing purported irregularities with mail-in votes — a scenario that in fact played out months later and, after Trump’s legal options were exhausted, culminated in the January 6 insurrection. Then and now, the problem for Republicans isn’t that mail voting is ripe for fraud — it isn’t — but that by making it easier for people to vote, they believe (perhaps wrongly) that it makes it harder for them to win elections. Instead of trying to broaden their base, Republicans are changing the rules of the game to make it harder for people to vote.

The violence and chaos of the insurrection prompted leading Republicans like House Minority Leader Kevin McCarthy (R-CA) to briefly put some daylight between themselves and Trump, but the former president remained popular with the Republican base and is currently the frontrunner for the 2024 GOP presidential nomination.

Instead of distancing themselves from his lies about the election, Republicans in a number of states, including Texas and Georgia, have in the months since January passed laws inspired by those lies to restrict voting. Meanwhile, Republicans in Arizona opened a new front on the GOP war on free and fair elections with a partisan “audit” of the 2020 election results that’s likely to soon culminate in a blizzard of misinformation aimed at feeding Trump’s falsehoods.

Unlike Texas, Georgia, and Arizona, California is a blue state where Trump stands next to no chance of winning in 2024. And yet even here, sowing doubt about America’s elections has become part of GOP orthodoxy. That’s bad news for US democracy.

Jim Jordan won’t run for Ohio Senate seat – POLITICO

The remaining field of possible candidates is crowded and without an obvious frontrunner. Josh Mandel, the former state treasurer who lost the 2012 Senate race, is considering a bid and is expected to run. Jane Timken, the state GOP chair, is also considering running, and several members of the House delegation in the state are weighing their options.

Lt. Gov. Jon Husted and former Rep. Pat Tiberi both announced they would not run. But other statewide officials, including Secretary of State Frank LaRose, are potential candidates as well.

Republicans are favored to retain the seat in a state that has shifted rightward in the past decade: Trump carried it by 8 percentage points in November. But a crowded and potentially messy primary gives Democrats an opening they would not have had if Portman were running for a third term.

Jordan, who was first elected to Congress in 2006, was on the fringes of the House GOP conference for much of his tenure in the chamber, particularly given his fraught relationship with former House Speaker John Boehner, a fellow Ohioan. Jordan became more prominent in the Trump era, and was one of the founders and the first chair of the House Freedom Caucus, a hard-line group of conservatives who ultimately became close Trump allies after he won the presidency.

More recently, House Minority Leader Kevin McCarthy, who has worked to unite the establishment and far-right wings of the conference, had elevated Jordan to be the top Republican on two committees from where he bolstered Trump against significant allegations of wrongdoing: the Oversight and Judiciary committees. Jordan became ranking member of the House Judiciary Committee in March 2020 — after the president’s first impeachment trial, during which Jordan acted as an unofficial member of his legal team, tasked with defending Trump in public — and would be in line to chair the committee in 2023 if Republicans regain control of the House in next year’s midterm elections.

But Jordan was also one of the most prominent propagators of false and misleading information about the 2020 presidential election, and was among the many House members who objected to the Electoral College results. Five days after the Capitol was ransacked by rioters seeking, unsuccessfully, to stop Congress from ratifying now-President Joe Biden’s Electoral College victory, Trump awarded Jordan the Medal of Freedom.

Jordan represents a duck-shaped, gerrymandered district that snakes from the shores of Lake Erie in northeast Ohio, south and west to near the border with Indiana. Trump won about 67 percent of the vote there last November.

Modi calls US and India "natural partners" in meeting with Biden – Axios

India’s Prime Minister Narendra Modi said at a virtual meeting with President Biden on Monday that he believes the U.S. will play an “integral part” in India’s development over the next 25 years, hailing the world’s two largest democracies as “natural partners.”

Why it matters: The Biden administration has made strengthening the U.S. relationship with India a cornerstone of its strategy for confronting China in the Indo-Pacific, but has found itself at odds with the nationalist Modi government on a number of key issues.

That includes the war in Ukraine, where India has refused to condemn or sanction its longtime military partner Russia.
Since Modi’s election in 2014, India has experienced democratic backsliding and frequent outbreaks of anti-Muslim mob violence, as well as other human rights concerns.

Driving the news: In opening remarks ahead of a closed-door meeting, Biden welcomed India’s pledge to send humanitarian assistance to Ukraine and said the two sides would “continue our close consultation on how to manage the destabilizing effects of this Russian war.”

Modi said he had spoken several times with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, and proposed direct talks between the two leaders.
Modi condemned the civilian killings in the Kyiv suburb of Bucha and called for an “independent investigation,” without explicitly naming Russian forces as the perpetrators.

Behind the scenes: Asked repeatedly whether Biden urged Modi behind closed doors to take a harder line against Russia, a senior administration official told reporters that discussions focused mostly on what India could do to mitigate food supply shocks and other destabilizing effects of the war.

“There was no concrete ask or concrete answer, but the leaders were able to step back and have a pretty detailed and candid exchange of views,” the official said.
“I think India will make its own decisions but we’re going to continue the discussions,” they added.
Between the lines: The official also suggested that Modi has “concerns” about China’s support for Russia, given that India and China are currently engaged in a tense border dispute along the mountainous Line of Actual Control.

The big picture: Modi and Biden’s relatively brief meeting kicked off a day of talks between Secretary of State Antony Blinken, Defense Secretary Lloyd Austin and their Indian counterparts, marking the first time the U.S. and India have met in that format since the Biden presidency began.

What they’re saying: “At the beginning of your term in office, you used a very important slogan — ‘democracies can deliver,'” Modi said, addressing Biden directly. “The India-America partnership, and the success of the India-America Partnership, is the best means to make this slogan meaningful.”

What to watch: Biden said he looked forward to seeing Modi in-person in Japan “on about the 24th of May,” in what is likely a reference to an upcoming Quad leaders’ summit planned for the spring.

What A Joe Biden Presidency Might Mean For The U.K. – NPR

With Joe Biden ahead in the polls, many in Europe are wondering what U.S. foreign policy might look like if the former vice president wins the White House.

If President Trump is defeated in Tuesday’s election, one loser in the region could be British Prime Minister Boris Johnson, Trump’s closest ally in Europe. While Trump has often denigrated other European leaders, including German Chancellor Angela Merkel and French President Emmanuel Macron, he’s chummy with Johnson, who, like Trump, is seen as a populist showman.

“He’s a good guy,” Trump said of Johnson last year. “He’s a friend of mine.”

More significantly, Trump has backed two of Johnson’s key policy priorities: Brexit and a free-trade deal with the U.S., the world’s largest economy.

But Biden, who opposed Brexit, would have different priorities if he becomes president. Unlike Trump, Biden values the trans-Atlantic relationship with Europe and hopes to rebuild ties with allies like Germany and France that Trump has insulted and alienated.

Over the past four years, Trump characterized some NATO countries as freeloaders for not spending enough on defense, and he has called the European Union a “foe.”

Mending fences could take Biden some time and would delay Britain getting a trade deal with the U.S. until 2022 or beyond.

“The symbolic importance and value of that agreement cannot be overstated,” said Mujtaba Rahman, managing director for Europe with Eurasia Group, a risk management firm. “The entire legitimacy and credibility of Brexit on some level hangs on the government’s ability to land an agreement with the U.S.”

A Biden presidency would also put more pressure on Johnson to abandon his threat of a no-deal Brexit and conclude a trade deal with the European Union. The United Kingdom is in a Brexit transition period that expires at the end of this year. Biden, who is of Irish descent, has warned Johnson not to mess around in negotiations with the EU or do anything that could undermine the 1998 Northern Ireland peace agreement.

“Joe Biden’s personal stake and role in this has been absolutely key in forcing a change of position in Downing Street vis-à-vis the EU in those talks,” Rahman says.

The coronavirus pandemic, which has deeply damaged the British economy, also makes it more difficult and costly for Johnson to follow through on his threat of a no-deal Brexit.

While a Biden presidency could create challenges for Johnson’s administration, the two governments would probably find common ground on issues including combating climate change and managing Iran’s nuclear ambitions.

And there might be another clear upside.

“Downing Street has found dealing with Trump a nightmare,” Rahman says. “He’s unpredictable, difficult to work with, has made the government’s life on a whole swath of multilateral issues very difficult to navigate.”
