Este miércoles el Parlamento alemán dio el visto bueno al tercer rescate para Grecia. La canciller Ángela Merkel estuvo haciendo cabildeo de última hora.

¿Quién se ha beneficiado con la crisis griega? ¿Quién ha salido perjudicado?

Los estereotipos nacionales han simplificado la respuesta a estos interrogantes reduciendo la complejidad de la crisis a un enfrentamiento entre un laborioso y responsable ciudadano alemán y un vago y despilfarrador griego.

No importa que las estadísticas de la propia Unión Europea muestren que los griegos trabajan más horas que los alemanes.

El estereotipo facilita la propagación de un determinado discurso gracias a una simplificación funcional a los titulares mediáticos y las citas de los políticos ante las cámaras televisivas.

La premisa de este discurso es que el principal contribuyente europeo de los rescates griegos, Alemania, ha sido el gran perjudicado.

Esta tesis dominó el debate en el Parlamento alemán este miércoles, cuando se aprobó el nuevo rescate de Grecia acordado este mes.


En Alemania, el discruso dominante dice que la crisis griega le generó pérdidas. Pero una empresa alemana ya se hará cargo de 14 aeropuertos regionales en Grecia.

Sin embargo, las empresas alemanas ya se están beneficiando de la crisis griega. El gobierno de Atenas acordó vender a una compañía alemana, Fraport AG, los derechos para operar 14 aeropuertos regionales. Este convenio de US$1.370 millones es el primero en una ola de privatizaciones que van de la mano del bailout.

Es más: por más que en Berlín se sientan perjudicados, un estudio del Halle Institute for Economic Research (IWH) de Alemania muestra una realidad mucho más compleja y equívoca.

Basándose en cifras oficiales, el estudio revela que Alemania ahorró unos US$110.000 millones en intereses desde 2010 gracias a la crisis griega.

El director del IWH, Reint Gropp, explicó a BBC Mundo la mecánica de este beneficio.

“Cuando hay turbulencias financieras se produce una fuga de los inversores hacia la calidad, es decir, hacia la inversión más segura y de menor riesgo”, dice.

“Esta fuga hizo que los inversores buscaran refugio en los bonos alemanes. Con la mayor demanda de sus bonos, bajó el interés que paga el estado alemán por emitir deuda. El resultado es que, gracias a esta caída de las tasas de interés, Alemania ahorró unos 100.000 millones de euros (US$110.000 millones)”, indicó Gropp.

Los huidizos inversores

Más que a una política deliberada del gobierno alemán este beneficio puede considerarse un premio que los mercados dan a la solidez económica y garantía de un reintegro confiable del préstamo.

Las economías más fuertes del planeta tienen esta ventaja certificada por calificadoras de riesgo de inversión como Moody o Standard and Poor.

En este sentido el contraste entre Alemania y Grecia no se debe a presuntos estereotipos nacionales sino a distintos desempeños económicos anclados en complejos procesos históricos, políticos y tecnológicos.

Esta disparidad ha tenido efectos drásticos en la actual crisis y una paradójica conducta de siameses disfuncionales en el comportamiento económico de ambos países.

“Las malas noticias en Grecia se convirtieron en buenas noticias para las finanzas alemanas y viceversa. El día de la elección de Syriza en enero el beneficio automático para Alemania fue una caída del interés de sus bonos del 0,3%. Es un ejemplo. Esto no empieza con Syriza sino mucho antes”, señala Gropp.


El primer ministro griego, Alexis Tsipras, debió hacer concesiones: más privatizaciones y recortes.

En efecto, los US$110.000 millones representan el ahorro germano acumulado con cada paso de la larga crisis griega que desde 2010 incluyó tres rescates, el actual todavía pendiente de la ratificación parlamentaria de varios países de la eurozona.

“Con la crisis los inversores no solo huyeron de Grecia: también huyeron de España, Portugal, incluso Italia. Alemania se benefició de todos ellos. Pero el mayor beneficio lo obtuvo del país con la crisis más profunda, es decir, Grecia”, subraya Gropp.

Las cuentas en orden

Este beneficio disminuiría en el caso extremo de que Grecia incurriera en una cesación de pagos.

Una vez que se desgaja la exposición de Alemania en los distintos mecanismos de rescate de Grecia –el Mecanismo de Estabilidad Europeo o el Banco Central Europeo se ve que ha contribuido con unos US$99.000 millones.


El ministro de Finanzas alemán, Wolfgang Schaeuble, se reunió este martes con miembros de su partido en Berlín en busca de consenso para el crucial voto que intenta salvar a Grecia del abismo fiscal.

Así que incluso si se diera el temido default griego, el saldo final para Alemania sería positivo en aproximadamente US$11.000 millones.

Esta mirada más compleja ofrece otro resultado sorprendente.

Alemania se ha presentado como ejemplo de probidad fiscal al exigir un ajuste a Grecia y otros países de la eurozona, como España o Portugal.

En 2014 tuvo un superávit fiscal de US$19.800 millones: un 0,6% del PBI.

El estudio del IWH señala, sin embargo, que este equilibrio presupuestario alemán no se debe a la probidad germana en el gasto.

“Con estos 100.000 millones de euros (US$110.000 millones), el estado alemán ha ahorrado alrededor de un 3% de su PBI en pago de intereses. En otras palabras, si no fuera por la crisis griega Alemania tendría un déficit fiscal”, indicó Gropp a BBC Mundo.

La complejidad de las cosas

Visto así a las finanzas alemanas podría convenirle que el parlamento germano no aprobara el rescate y se profundizara la crisis griega.


Los estereotipos que giran en torno a la crisis de Grecia no ayudan mucho al atribulado país europeo.

Gropp disiente de esta visión “extrema” de su propio análisis.

“Lo que hay que entender es que hemos aislado una consecuencia particular de la crisis, el comportamiento del sector financiero y su impacto en las tasas de interés. Este sector no constituye toda la economía. La crisis misma de la eurozona no es una buena noticia ni para Alemania, ni para la eurozona, ni para el mundo”, subrayó.

Así las cosas, los “siameses disfuncionales” tendrán que seguir conviviendo mientras resuelven sus diferencias.

Entre tanto, Alemania seguirá beneficiándose de la crisis griega.

“Si se calmara la actual situación, Alemania ya no podría emitir deuda a un interés tan deprimido. Pero para eso falta. La deuda a mediano y largo plazo emitida en los últimos años va a extender esta ventaja que ha obtenido Alemania con la crisis griega por bastante tiempo”, indicó Gropp.

La empresa especializada en el diseño y desarrollo de estudios de mercado, DatosClaros entregó el informe sobre cuál es el país donde se leen más noticias en Internet en la región.

Los datos concluyeron que en el uso de las noticias web los chilenos llevan la ventaja: el 78% de los argentinos visita sitios de noticias, mientras que en Chile ese indicador es del 83% y en Perú del 71%.

Además, se observó que no hay diferencia entre los usuarios chilenos y argentinos al navegar por las redes sociales. En ambos países lo hacen el 87% de los encuestados, mientras que en Perú lo hace el 79% de los entrevistados.

Respecto de las compras online, el 68% de los chilenos entrevistados eligen esta forma de adquirir cosas, muy por encima de los peruanos y argentinos que reconocen hacerlo el 43 y 34%, respectivamente.

Por el lado del home banking, en la zona son los chilenos, con el 65% los que lideran. Los siguen los peruanos con un uso del 50% y los argentinos tan solo con el 33%.

Otros datos concluyeron que el 92% de los encuestados argentinos envía y lee mails, en Chile lo hace el 90 % y en Perú el 79%.

Sobre la descarga de música/ películas / juegos, lo hace el 57% de los internautas, tanto argentinos como chilenos, mientras que en Perú el porcentaje es un poco menor, con un 52%.

El análisis fue realizado a 900 internautas mayores de 18 años de las principales ciudades de Argentina, Chile y Perú. La encuesta online, de 15 minutos, se llevó a cabo con su herramienta “Opino”.

Así, concluyeron que en el uso de las noticias online los chilenos aventajan a los argentinos. El 78% de los argentinos visita sitios de noticias online; en Chile ese indicador es del 83%, y en Perú del 71%.

Además, se observó que no hay diferencia entre los usuarios chilenos y argentinos al navegar por las redes sociales. En ambos países lo hacen el 87% de los encuestados, y en Perú lo hace el 79% de los entrevistados.

Respecto de las compras online, el 68% de los internautas chilenos entrevistados eligen esta forma de comprar, muy por encima de los peruanos y argentinos que reconocen hacerlo el 43% y 34%, respectivamente.

Por el lado del home banking, en la zona son los chilenos los que encabezan este ítem, con el 65%. Los siguen los peruanos con un uso del 50% y los argentinos tan solo con el 33%.
